Q01 What is 1000 Jefferson Ave?
A roughly 2.3-acre property in Elizabeth, NJ — Block 12, Lot 448 — in an R-3A Four Family Residential zone. It was formerly operated as a Sears Logistics facility and has a documented NJDEP groundwater-remediation history. The existing building is approximately 188,000 sq ft.
Q02 Who is the current operator?
Resident-documented evidence and on-site signage indicate the current operator is Diverse Logistics — a freight/trucking logistics operation.
Q03 Wasn't there a variance approved?
Yes — Z-08-06, a 2006 use variance granted by the Elizabeth Zoning Board of Adjustment. But the variance was granted specifically to Elegant Headwear Company, Inc. (an apparel manufacturer) for a 5,760 sq ft second-floor office addition. Neither the applicant nor the approved use matches the current operation. See the full Z-08-06 analysis.
Q04 Is the variance still in effect?
It's an open question. Condition 12 of the variance states it expires nine months after notice to the applicant unless construction is commenced. The resolution was memorialized April 20, 2006, putting the expiration window around January 20, 2007. Permit and Certificate-of-Occupancy searches at the Elizabeth Bureau of Construction are pending.
Q05 What are the documented issues?
Pre-7:00 AM 18-wheeler activity, cardboard compactors running before 7:00 AM, diesel idling beyond the 3-minute statutory cap (N.J.A.C. 7:27-15), trucks parked on the sidewalk, trucks reversing the length of the residential block, multiple police responses, and one filmed physical-confrontation incident (preserved in the archive, not on this public site at the maintainer's request).

Idling (N.J.A.C. 7:27-15), noise (N.J.A.C. 7:29 + Elizabeth Code § 7.08.060), sidewalk obstruction (N.J.S.A. 39:4-138), reverse-driving and unattended vehicles (N.J.S.A. 39:4-127, 39:4-137), zoning (Z-08-06 conditions + N.J.S.A. 40:55D), and NJDEP remediation oversight. See Applicable Laws.
Q07 Who enforces these?
Idling — local police and NJDEP. Zoning — City of Elizabeth Zoning Officer and the Zoning Board of Adjustment. Noise — Elizabeth municipal court and Union County CEHA. Sidewalk and roadway — Elizabeth Police Department. Environmental — NJDEP and Union County CEHA. The challenge is that no single agency owns the whole picture — which is part of why this site exists.
Q08 What has the case maintainer already done?
Filed OPRA requests with the City of Elizabeth (Nuisance, Planning/Zoning, Construction, Police CAD, Board of Adjustment), with NJDEP (#397260 — delivered), and with Union County (pending). Filmed 57 timestamped clips with written sidecar logs. Triggered multiple EPD responses including case #26-085029 (sidewalk tow). Engaged counsel.
Q09 What can a neighbor do?
If you've witnessed an incident, add it to the record. Anything you saw — pre-7 AM trucks, idling, sidewalk parking — strengthens the pattern record. You don't have to give your name; an email is enough. If you'd like to be quoted in a press piece or speak to counsel, say so in the form.
Q10 Can a journalist or attorney get raw clips?
Yes. Email 1000jeffersonwarehouse@gmail.com and ask. Raw unblurred originals with chain-of-custody documentation are preserved on archival storage and provided on request to legitimate parties.
Q11 Is this site affiliated with any agency?
No. It is maintained by a resident of 1009 Jefferson Ave. Copies of all materials have been provided to the relevant agencies through proper channels.
Q12 Why isn't every clip on the site?
The March 3, 2026 physical-confrontation clip is not published publicly at the maintainer's request. Faces of bystanders and drivers, and license plates, are blurred in the public versions of clips where they appear. Raw, unblurred originals are preserved for evidentiary purposes.
